The graph of the 12-month change in the leading indicators below (“Leading the Charge”) summarizes the good news on the economy. The current reading of 2.2 percent is about three times the average 12-month change since 1960 and one of the highest readings since the early 1980s, when the economy, as is the case today, was emerging from a recession. A reading this high on such a reliable indicator is nearly incontrovertible evidence that the recession has ended or is coming to an end. That’s the latest ruling from the Federal Communications Commission (FCC), which delivered on Chairman Kevin Martin’s promise last June to put Big Tel and Big Cable operator rules on a level playing field. At the same time, the FCC announced a set of principles to ensure Internet neutrality, with the goal of guaranteeing users access to all legal content and services available on the Web. New lows on the Dow Industrials. Multiple non-confirmations on light volume. This is looking more and more like a textbook test for the market. Unfortunately, there’s no way to tell if stocks will hold this time, or begin a new leg of this more than two-and-a-half-year-old bear market. This rally may not be the start of a new bull market. But if history is any guide, we’ve got at least six good months ahead. The key is the weekly advance/decline tally, which has averaged 3 gainers per loser during the past three weeks. The last time we saw a reading that strong was the kickoff of the 1991 bull market. Similarly strong readings preceded rallies in 1982, 1984, 1985 and the beginning of 1987, and even during the exceptions in 1977 and 1979 there was a firm tone in the broad market. The clear implication here is this rally is a far different animal than the one that followed the recent market bottoms last summer and fall. Major stock market averages have opened this week on the downside.
